Licensing
Insulation licensing in Victoria: what's actually changing
Good news first: general insulation installation in Victoria isn't licensed, so there's no compulsory registration just to install insulation.
But the money is in the rebate work, and that's changing. From 14 April 2026 (public and community housing) and 1 October 2026 (all eligible homes), any installer doing VEU-subsidised ceiling insulation must be a Certified Insulation Installer, verified by the Energy Efficiency Council, and the business must be ESC-accredited under the Victorian Energy Upgrades program.
That's exactly where the franchise helps: we show you the pathway to getting Certified Insulation Installer–qualified and ESC-accredited, so you can do the subsidised work, while uncertified installers are shut out of the biggest part of the market. The certification and accreditation are yours to obtain and hold; you win each VEU job with your own customer and are paid directly by the scheme. Everything is installed to AS/NZS 4859.1, with the pre-installation electrical safety check the program requires.

The Victorian Energy Upgrades rebate, and how to talk about it
Under the Victorian Energy Upgrades (VEU) program, eligible Victorian homeowners can get a discount of up to $1,482 on ceiling insulation, with energy-bill savings estimated around $400 a year. Eligibility opens to all eligible homes from 1 October 2026 (uninsulated or under-insulated ceilings, subject to an income cap and other criteria; homes built or substantially renovated in the last five years are excluded).
Once you're ESC-accredited in your own right, you can offer that discount to your customers, promoted carefully and honestly: it's a government-discounted, ESC-accredited offer, never “government-funded” or “we work for the government”; savings are always “estimated” and “subject to eligibility”; and the VEU Code of Conduct rules out doorknocking and cold-call telemarketing. You win each job with the customer and the scheme pays you direct. We hand you the compliant playbook.
(The separate federal social-housing energy program is limited to social housing only, not a general-consumer grant, so we never market it as one.)
